Recently I've read a lot of blog posts about democracy and its importance for Azerbaijan. Almost every blogger was complaining on shortcomings of democracy in public management. So I also decided to share my point of view regarding this issue.
It is a fact that we are having some problems in building democracy. But the other part of the problem is that after the establishment of democratic institutions which way we should follow in order to achieve the development and prosperity.
You have to admit that you cannot define a way of democracy straight after reading Rousseau and Montesquieu, or understanding John Locke or Adam Smith. Definition of the democratic way of development takes years and centuries. Action for the sake of action is senseless, because every stage of public transformation should be coordinated with the overall development of the state. The authorities see the main challenge as creating the conditions for parallel political and economic development of society.
I want my country to have a real democratic government and to establish all democratic institutions like in western countries. However, copying democracy is not recommended. Every nation has its own way of development connected with ethno genesis, history and psychological features that have developed over centuries. One of the theories of democratic development says that economic development promotes the transformation of political institutions. But transformation cannot be seen in the case of several states that have strong economic potential. Take, for example, the European countries. The experience of democracy in this area originated during the Reformation and Enlightenment, during the era of rationalism, advanced Protestantism and the overall philosophy of 18th century. This is a long path of development in the way of thinking over centuries. How can a society blindly copy these ideals without assimilating them all? Therefore I think that Azerbaijani democracy has to be based on traditions and values that we have formed historically...

Hər bir dövlətin özunəməxsus inkişaf yolu olmalıdır, fikri ilə tamamilə razıyam.... İnkişaf etmiş cəmiyyətlərdə mövcud olan hər nəyin olduğu kimi “qəbul edilməsi” özünü doğrultmaya bilir. Hər bir cəmiyyətin, xalqın, dövlətin özünə aid olan dəyərləri, tarixi reallıqlardan doğan həqiqətləri və gerçəklikləri mövcuddur. Bunlar nəzərə alınmadan keçinmək mümkün deyil. “Özünəməxsusluq” deyərkən ... məsələn, inkişaf etmış dövlətlər dediyimiz dövlətlərin hamısında dövlətin idarə olunması və fəaliyyətinin müəyyən olunmuş bir sistemi mövcuddur. Hakimiyyət dəyişikliyi, prezident seçkiləri, parlamentin dəyişməsi və s. proseslər yalnız mövcud sistemə aparan yolların müxtəlif variantlarının seçilməsi ilə fərqlənə bilər. Son nəticə olaraq isə yenə də dövlət maraqları üstün tutulur. Digər dövlətlərdə isə əksər hallarda hətta yalnız bir dəyişiklik belə bütünlükdə “radikal” dəyişiklərə gətirib çıxara bilir.
ReplyDeleteFikrimcə, tarix boyu mövcud olmuş, günümüzdə mövcud olan bütün dövlətlərin hamısı üçün, heç kəsin etiraz edə bilməyəcəyi yalnız bir ümumi cətəh var – DÖVLƏT MARAQLARI. Yalnış bu prinsip bütün dövlətlər üçün istisnasiz olaraq tətbiq edilə biləcək yeganə standart kimi qəbul edilə bilər. Qalan digər məsələlərdə isə ozünəməxsusluqlar mütləq nəzərə alımalıdır. Əks halda bu gün bir çox dövlətlərdə müşahidə etdiyimiz “əcaibliklərin” meydana çıxması qaçılmaz olur.
